At the Eighth CPC National Congress, Chen Yun proposed the concept of "three main bodies and three supplements," i.e., the national and collective economy as the main body, and a certain level of individual economy as supplement; the planned economy as the main body, and free production within the scope of the national plan as supplement; and the national market as the main body, and a certain range of free markets led by the nation as supplement.
After the Third Plenary Session of the 11th CPC Central Committee, the Party began to liberate industrial enterprises' and production teams' right of operation, implementing the household responsibility system in rural areas and the contract system and responsibility system among enterprises.The Third Plenary Session of the 12th CPC Central Committee adopted the Decision on Reform of the Econonuc Structure,which proposed: "We must first break through the traditional concept that a planned economy and a commodity economy are in opposition, and must remain well aware that the socialist planned economy must follow and apply the law of value, and is a planned commodity economy based on public ownership."In 1992, during his tour of southern China, Deng Xiaoping said, "The proportion of planning to market forces is not the essential difference between socialism and capitalism…Planning and market forces are both means of controlling economic activity." These incisive judgments have laid a solid theoretical foundation for the socialist economic system with Chinese characteristics.
