foundation for the Party's work in cities.Community Party building is anew issue.We need to earnestly review the experience of Shanghai andother cities where work got off to an early start.The first task of Partybuilding work in communities is to ensure that wherever there are Partymembers,there are Party organizations to educate and supervise them,and that wherever there are residents,there are Party organizations servingthem and there are Party members carrying out their functions.We need toactively carry out Party building in urban communities on the basis of theircharacteristics and focus on cultural and ethical progress,mass ideologicaland political work,improvements in all facets of public security,community services,closer ties between the Party and the masses,higher quality ofurban residents and more decorum in urban areas. 
Over the past few years,all regions and departments have achievedsome success in adopting new methods and measures in the course oftheir practical work to address new situations and problems pertaining tostrengthening primary Party organizations in response to requirementsimposed by the Central Committee.They need to be sure to promptlyreview their experience and constantly make improvements.In light ofthe rapid changes now occurring,an important issue requiring the activedeliberation and energetic engagement of all Party comrades is how tostrengthen primary Party organizations to deal with new situations andnew problems.To strengthen these organizations,we must adhere to ourParty's long-established fine traditions,experiences and practices,and atthe same time,we must adopt the spirit of reform to study and resolvenew problems,steadfastly make improvements through practice,and constantly explore new forms,new channels and new methods in the courseof making improvements.This kind of practice and exploration needs tocomply with the Party Constitution,internal Party rules and regulations,and the country's Constitution and laws,and it needs to help the Partyalways to implement the Three Represents,Party organizations and members to fully play their roles,the Party to maintain its intimate ties withthe masses,and the Party to better lead the people in promoting the greatcause of building socialism with Chinese characteristics.In short,Partycommittees at all levels need to attach great importance to and painstakingly implement the work of building primary Party organizations as wellas primary ideological and political work,and earnestly overcome all kindsof formalism.
