But those reservoirs wasted much water and should be replaced by mountain reservoirs. Second,the existing irrigated areas focusing on the water-saving and the upgrading of the middle - and low-yielding farmland should be built more with good supporting and renovating work. Third, rational groundwater utilization should be ensured and the establishment of water source spots should be encouraged. Fourth, the desalinization of land should be well-planned.Fifth, the vegetation recovery and planting should have an integrated plan. Ⅱ. In January, 1992, the successive establishment of the Tarim River Authority and the Tarim River Conservancy Commission opened the management of the Tarim River. The Tarim River Authority is mainly responsible for the recovery and protection of the ecological environment in the basin. Since then, the management work was guided by a special regulatory administration under the rule of law. Not long after its establishment, the administration started the publicity of the Water Law and implemented the specific measures which Xinjiang Autonomous Region took to carry out the law. The Tarim River Authority, together with all the local administrative departments for water conservancy, conducted publicity campaign focusing on the significant areas and problems in all forms based on the different situations in different counties.
