Acknowledging imperfections in the traditional economic developmentmodel, the Communist Party of China (CPC) and the governmentproposed the "scientific development" strategy, and advocated to take"the road to independent innovation with Chinese characteristics" in early2006.From the perspective of industry development, this implies a greatturning point from the so—called "market in exchange for technology"or "outsourcing service" development model of the past to independenttechnological innovation and industrial upgrading.This is a cognitiveshift from comparative advantage, e.g.capital, labour and naturalresources, to competitive advantage of high value—added core technologies(products).This is reflected in China's promotion of high—tech, culturaland creative industry development.These industries are information—and knowledge—intensive, particularly in intangible assets such as cultureand technology.They have high value add from independent intellectualproperty rights and yield low pollution.
