First, the United States should avoid taking a clear-cut stand and one-sided approach in sea sovereignty disputes, and avoid employing securicy treaty, expanding gamson and launching simulated military exercises against China so as to impose coercion on China to give up safeguarding rights.The United States should order the related claimant countries and disputing countries to keep restraint and refrain from unilateral actions leading to worsening tensions, manage these allies to acknowledge the differences and disputes in a pragmatic manner, shelve disputes through negotiation and dialogue, conduct crisis management, establish joint management area, and seek after solutions to cooperation in marine scientific research. Second, China and the United States should pioneer in reasonable regulations for marine navigation security and military reconnaissance activities in the exclusive economic zones so as to shape a fair and rational new international marine order.Marine trust mechanism must be built on the basis of opening, mutual care, respect for mutual security interests, compliance with international law and maintenance of the scopes and means for normal military activities.Effective rules of the game, deployed by the United States over the past few decades, cannot be the unaltered rules for China to make unconditional acquiescence and acceptance.It is necessary to adjust and keep pace with the times under the prinaple of equality in the changing times.Only in this way, naval forces of both countries can prevent and guard against accidents in the normal course of activities
