About Author

Chi Fulin, research fellow, supervisor of Ph.D. and member of the 11th and 12th National Committee of the Chinese People’s Political Consultative Conference, is the president of China Institute for Reform and Development. He also works as vice president of China Society of Economic Reform, and vice president of China Society of Administrative Reform. He is a member of the Expert Committee for the 13th Five-Year Plan of China. In addition, he is a distinguished professor of a number of universities and colleges, including Chinese Academy of Governance, China Executive Leadership Academy Jinggangshan, Peking University, Zhejiang University and Northeastern University.

Chi has been engaged in research of theories on economic transformation and related practices for many years. He has made in-depth research of government transformation and equalization of basic public services centering on a number of major economic and social issues encountered in the process of the reform and opening-up of China. Based on these researches, he has published more than 40 monographs in Chinese and English as well as more than 800 academic papers. In addition, he has participated in the preparation of more than 70 research reports as a compilation or research leader, with a great number of proposals on policies, which have great positive influence on related decision making and practice. He is the winner of the Best Works Award, the Sun Yefang Award for Papers on Economic Science and the China Development Research Award. In 2009, he was selected as
“One of the 100 Economists Who Have Influenced China’s Economic Development over the Last 60 Years”. In 2015, his achievements were included in Overview of Academic
Achievements of Renowned Chinese Scientists in the 20th Century (Volume of Economics).

Preface

2019 is the 70th anniversary of the founding of the People’s Republic of China. Since the founding of New China, especially in the past 40 years of reform and opening-up, China’s economy has continued to grow rapidly, becoming the world's second largest economy, the largest industrial country, the largest goods trading country, and the largest foreign exchange reserve country. China has embarked on an eye-catching development road. This road is also the road to growth of a new type of open country.

At present, the world is in an era of major development, transformation and adjustment. On the one hand, the global economy is ups and downs, and the growth momentum of the world economy is insufficient; on the other hand, unilateralism and protectionism continue to spread and uncertain factors increase. Facing the unprecedented changes in a century, how does China, as a new type of open country, respond to the complex and changing external situation, how to maintain the multilateral trading system, promote open, inclusive, balanced and beneficial to all economic globalization, and how to coordinate domestic and international development with openness to the two overall situations and the formation of a new impetus for comprehensively deepening reforms have become a major issue for China and the world to understand and judge the current changes.

Launching an annual reform research report every year is one of the important tasks of China Reform Institute in building a think tank for China’s reform. Entering a new stage of development, China’s economy has been deeply integrated into the world, and the problems in economic transformation and development need to be solved under the conditions
of expanded opening-up. In his keynote speech at the opening ceremony of the second Belt and Road Forum for International Cooperation, President Xi Jinping pointed out: “A more open China will form a more benign interaction with the world and bring a more progressive and prosperous China and the world.” In the new stage of opening-up that
affects the overall situation and the direct integration of opening-up and reform, our institute launched the 2019 Reform Research Report on the theme of A New Type of Large Open Economy: China’s Choice in Jointly Building an Open World Economy.

The book consists of an introduction and five chapters. The introduction proposes the choice of a new type of large open country in the face of a world-wide greatest changes in a century. The first chapter looks back at the “road of a new type of large open economy” in the past 40 years of reform and opening-up from history to reality. The second chapter
explains how China, as a new type of large open economy, views itself and the world. The third chapter analyzes how to remodel a new-style relations between major economies in the long term under the background of China-US economic and trade friction. Chapter IV proposes and advocates that bilateral multilateral free trade should lead economic globalization.

Chapter V proposes to take the Belt and Road as an important carrier of new globalization. This research report is the result of the collective creation of our research team. Chi Fulin is the chief editor, Kuang Xianming, Guo Da, and Chen Wei are the deputy editors; the main writers are Fang Shuanxi, Zhang Fei, Zhang Juan and He Dongni, etc., Chen Suohua, Wang Hongsen and Faye Wong, etc. participated in data collection and editing.
