ConocoPhillips China said Wednesday that it has submitted a report to China's State Oceanic Administration detailing its response to two oil leaks at the Penglai 19-3 oil field in Bohai Bay.

At least one official of the Oceanic administration, which manages China's offshore activity, has described the spills around Peng Lai as China's worst offshore accident.

These strata have recorded the results of multiple deformation and low-grade metamorphism (that took place) during the Tertiary (Neogene) Penglai Orogeny .

The Chinese company -- known as Cnooc -- owns 51% of the field, called Peng Lai 19-3, but since the June spills it has said little about its own role in decisions to address problems there.

According to local officials, Penglai is on roughly the same latitude as Bordeaux.
