There may be guarantees of primary and secondary education for all boys and girls, guaranteed "well being" after retirement, or jobs and health care for all citizens.
So any deal reached now would, in practice, be nothing more than a deal to slash Social Security and Medicare, with no lasting improvement in the deficit.
